Abstract
In view of the continuous progress and unavoidable rapid changes in climate, it is difficult to fully respond to mitigation alone. It is necessary to systematically integrate and adapt countermeasures, and to solve many challenges pragmatically, including policies, laws and regulations, varieties, technologies, environmental resources, Support for disaster prevention, industry, social economy, etc. Agriculture bears the brunt of various industries and faces various severe impacts. It is necessary to address the uncertainties and profound impacts of climate change scenarios on environmental resources, agricultural production and food security, and promote long-term phased response strategies, measures and actions. The program and scientific research plan can maintain the agricultural environmental resources in a timely manner, boost the weather tolerance of the industry, strengthen the economic resilience and enhance the effectiveness of disaster prevention and disaster reduction, and construct a new stage of resilient agricultural system in response to climate change. The United Nations Intergovernmental Panel on Climate Change (IPCC) has published five reports on the global climate change phenomenon. The special report of 1.5°C was published in early October (107), indicating that it is possible to Raise to this temperature in advance. In addition, climate change has caused abnormal weather and climate to spread record-breaking meteorological disasters in Taiwan and around the world, bringing great threats to the country's social economy and people's lives and property. How to respond to the disaster has become an important issue in national security. Due to the phenomenon of climate change, more and more strong typhoons occur, and Taiwan's typhoon's common moving path will increase the impact on trees, understand the phenomenon of tree winds and causes damage, how to prevent disasters, early warning, and post-disaster recovery. And resource management programs such as the disposal of residual materials to reduce typhoon hazards and mitigate environmental and ecological problems are important issues.Looking at the current agricultural dilemma and the urgent need to solve the problem, this project focuses on reducing the weather conditions of disasters, planning the third strategy/study theme (axis) and the following planning priorities. It is expected that through the implementation of this plan, the agricultural sector will be better able to adapt to climate change trends, agricultural economic policy response, environmental resource maintenance, climate risk awareness and meteorological information in agricultural decision-making.
